There are many roles and institutions trying to replace the Natural Family produced by marriage.
The biggest trouble about Family Replacements is that they will *ALWAYS have far more resources and power* at their command than any mere parent. This is why parents are looked down upon by society and everyone (including judges who must adjudicate situations) feels that professionals, usually backed by significant government resources, should basically be dictatorial toward parents and be all-powerful "over-parents" to their children.
This is a profession and a movement bent on interfering in family life, for stated "good" reasons, working to largely oversee parents through a professional class of "expert" systematicians.
They seek to establish an *orthodoxy* in family life and amongst all families and to enforce that orthodoxy through culture and the threat of the enforcement/justice system. Families feel forced to obey the stipulations of this orthodoxy or potentially have their children ripped away and perhaps have parents prosecuted. Any member of this bureaucracy can force parental compliance to any request through the vague threat of the dismantlement of their family.
